Self-driving bill, nominations could be in the queue for lame duck

Congress returns this week to kick off a jam-packed lame duck session. In the House, Democrats are rejuvenated and Republicans are staring down the reality of at least two years in the minority wilderness. And the GOP Senate majority is looking at its last few weeks of working with a friendly bicameral partner. The top priority for everyone, ostensibly, is funding the government: lawmakers have four weeks to pass seven unfinished spending bills, including Transportation-HUD, or face a shutdown.
