SETTLING OUT? Last night, in his first State of the Union address before a joint session of Congress, President Donald Trump called on Congress to pass an infrastructure bill that generates $1.5 trillion (the latest iteration of this figure) and slashes approval times for building projects from 10 to two years “and perhaps even one.” He ended with a poetic homage to “American grit” and a nod to his insistence on buying and hiring American: “Together, we can reclaim our building heritage. We will build gleaming new roads, bridges, highways, railways, and waterways across our land. And we will do it with American heart, American hands, and American grit.” What wasn’t present: How to pay for it.
